These existing buildings are more than witnesses to the past; they are an essential and indispensable component in addressing issues of development, affordable housing and the ecological transition, all pressing challenges in Quebec. Yet their future remains largely absent from the election campaign.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Forgotten, heritage has therefore invited itself into the campaign. On the one hand, through UNESCO, which is examining the proposed third link and its potential heritage impacts on Old Quebec, a site whose inscription on the World Heritage List was proudly enshrined in the National Capital Act by the National Assembly in 2016. On the other hand, through the uncertainty surrounding major heritage buildings or ensembles, particularly those in public ownership, and their requalification; for example, places of worship, the maison m\u00e8re des S\u0153urs des Saints Noms de J\u00e9sus et de Marie in Longueuil or, in Montreal, FACE School, the former Saint-Sulpice Library, and the Royal Victoria and Mis\u00e9ricorde hospital complexes. Finally, through the heartfelt appeals of citizens facing the threats posed by indiscriminate densification, with little regard for the identity and heritage of downtowns and village centres.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As partisan promises to reduce the size of the state, ease regulations or introduce \u201csuperpower\u201d-type exemptions multiply, the absence of a government heritage policy and clear heritage objectives raises fears of a return to the large-scale demolitions and poorly integrated projects that, 50 years ago, diminished or disfigured Quebec.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2026, ignorance can no longer be so easily pleaded. Following the Auditor General\u2019s audit and amendments to the legislation in 2021, municipalities were required to carry out major inventories of pre-1940 built heritage. The resulting picture is one of highly diverse heritage, comprising tens of thousands of buildings and ensembles that contribute to the identity and collective life of Quebec, its regions and its communities. This asset, accumulated by past generations, is a resource today for tomorrow. Neglecting or eliminating these buildings or ensembles to serve short-term private interests threatens our collective identity and prosperity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moreover, these buildings are already available and could be requalified to meet current needs for housing or community spaces. Enhancing their value would also help transform our economy, which remains too focused on new construction at the expense of making good use of what already exists, as can be seen with our public buildings and infrastructure. This is possible provided that the right conditions are put in place to carry out such requalifications without compromising heritage; for example, by adapting regulations, standards, procedures and financing methods, recognizing expertise and know-how, and training the next generation to ensure the success of such projects. Built heritage is part of the solution!<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In this context, H\u00e9ritage Montr\u00e9al calls on political parties to familiarize themselves with current issues and prepare to fully assume their future responsibilities for safeguarding and, above all, enhancing Quebec\u2019s built heritage. To that end, here are three concrete proposals that could be implemented within the first 100 days of the next government.<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Ensure, increase and sustain funding for heritage and its requalification, particularly religious heritage, and establish a working group on new financing models similar to the one created in 2013 on cultural philanthropy.<\/li>\n\n\n\n<li>Mandate the R\u00e9gie du b\u00e2timent du Qu\u00e9bec, with the support of specific heritage expertise, to adapt codes and standards for requalification, and provide it with the resources required for this purpose.<\/li>\n\n\n\n<li>Establish a credible, transparent and effective mechanism for monitoring the condition of heritage buildings owned by the government and its agencies, as well as their maintenance and requalification programs.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">As it has done in so many other areas, Quebec must finally adopt a heritage policy: a genuine intergenerational social pact that would establish clear principles and objectives. Not only would such a policy help the future government act and exercise its responsibilities consistently, it would also strengthen Quebec\u2019s distinctiveness through an innovative, relevant and forward-looking approach.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Neglect and demolition threaten our collective identity and prosperity.
