Following the public consultation meeting held on August 26 regarding the proposed redevelopment of the former Institut des Sourdes-Muettes, Héritage Montréal submitted comments, requests and recommendations to the Plateau-Mont-Royal borough.

First and foremost, we are pleased to see – at last! – a proposal that would breathe new life into this heritage complex, which has remained vacant for far too long. However, we have concerns about certain aspects of the project, particularly the proposed interventions on the historic buildings and the impact of new construction and landscaping on the site’s landmark presence. Furthermore, the project’s implementation remains unclear when it comes to long-term guarantees for the preservation of its heritage features, beyond the intentions expressed.

It will be important to keep a close eye on this project, especially since it represents one of the first applications of the expanded powers granted under Bill 31. In this regard, Héritage Montréal is calling for greater clarity regarding the process being used for this project and recommends establishing an expert advisory mechanism to support the authorities responsible for overseeing and approving its implementation.

Meanwhile, in the northern part of the borough, the Office de consultation publique de Montréal (OCPM) has been tasked with examining the future and redevelopment of another equally iconic building, albeit one of a very different character: the former Van Horne Warehouse. The first consultation activities will begin in mid-September. Be part of the conversation!
